Push/Pop/Swap button is not vertically centered and should not be overlapped by window resize grip

Description

The icon that appears when you store text for later use (by pressing ctrl+s) is now positioned wrong if the input box is at its minimum height. See attachment for visual explanation.
Could this perhaps linked to the other input box bugs that have recently appeared, like #9030 and #8759 ?

Yeah, it should have more spacing on the top.

A solution for this may also fix #7826

In fact, we're going to use this to also represent #7826. Make sure to vertically center the push/pop button when using the default/minimum text entry height, as well as avoid the window resize grip that overlaps the text entry area when the tabs are on the top and left side.
