wrong language in menu bar (leopard)

Description

After upgrading to Leopard, the menu bar in Adium no longer reflects the correct language. The menu items themselves are still in the correct language, but the menu bar is in English.

I have attached an example where the menu bar is in English and the the actual menu items in Danish. The same happens if I choose Swedish or any other language as default language.

- (void)localizeMenuTitles needs to be updated:

"For compatibility, Leopard preserves this behavior for apps built on Tiger. However, apps built on Leopard will find that the menubar consistently reflects the titles of the submenus. The titles of the items themselves in the main menu are ignored. For maximum compatibility with both Tiger and Leopard, you should set both the title of a main menu item and the title of its submenu to the same thing."

(In [21470]) Localize the submenu for main menu entries, which is the only place Leopard looks when displaying the menus. Fixes #8211.
