Buddy List window has artifacts when scrolling

The buddy list window doesn't quite draw correctly when scrolling up/down. White boxes appear near the scroll bar, and the resize portion of the window in the lower-right gets drawn over.

It's hard to describe :) So please see the attached video.

(In [22498]) Set the area in which the window resize widget resides, in a vertical column, as needing display after the contact list scrolls when using the standard contact list. This is necessary because we use a small sized scroll bar which overlaps the resize widget. Fixes #9055
