Tooltips broken in contact list on initial load

Description

Closing and reopening the contact list fixes this, and it doesn't seem to happen every time.

I haven't experienced this in a while. I'll reopen it if I do again.

I don't think we should block 1.2 on this one if it's happening randomly and we have a workaround. Moving to 1.3

I haven't seen this while running trunk in many months... unless anyone else has noticed it, I think we can rule this as fixed!
