Group chat invitation dialog hides behind other windows

Description

When group chat invitations are received, the dialog pops up behind any windows, making it impossible to know that you've been invited to a group chat.

group chat has been completely redone in 1.0 (now using joscar), please try the latest AdiumBeta and make sure that this now functions correctly for you, please reopen this ticket if the problem still presents itself

An addendum to this is found in #7554 wherein the dialog appears on top of the chat window if that particular contact's chat window is active - making it easy to accidentally dismiss the dialog.

I'm merging the problem with this one since the simple solution of making this a sticky growl notification by default rather than a dialog will fix both.
