'Contact Icon' button does not update often enough

Description

when you change the target of the current chat, the Contact Icon button does not update.

when you add the Contact Icon button to an existing chat that does not have it, it has the 'Contact Icon' icon rather than the target's icon.

(In [13002]) Fixed updating of the user icon toolbar button when the user icon changes. Also, changed it to show the user icon of the containing metacontact if appropriate.

Changing the target not changing anything is by-design; it shows the icon displayed in the contact list -- that is, the icon the metacontact reports as its own.

Adding the toolbar button to a toolbar which didn't have it before is now fixed as of [14122].
